Labour Market Opinion

​If you are not a Canadian citizen or permanent resident, you will need to obtain a positive Labour Market Opinion (LMO) as part of the work permit process. Vancouver Coastal Health is responsible for applying for the LMO.

What is the cost?

The LMO application processing fee is $275, which is paid for by the employer directly to Citizenship and Immigration Canada.

When can VCH submit an LMO?

A LMO can be submitted to Citizenship and Immigration Canada once the following criteria have been met:

  • Valid job offer

  • Confirmation of Need from the Ministry of Health

  • Identification of an approved supervisor from the College of Physicians and Surgeons of BC

  • Proof of one provincial, and two national advertising sources (adverting is required for a minimum of four weeks and cannot be removed until a positive LMO is received)​​
